There seems to be a debate on the origins of the concept of noosphere and the term itself. Any thoughts on what is considered to be the main / accepted history?

There seems to be some online discussion and mention of noosphere, but it still seems to be an unknown and under-researched subject. Princeton University conducted The Global Consciousness Project, created originally in the Princeton Engineering Anomalies Research Lab at Princeton University, but otherwise universities don't seem to be fully engaged in the matter. What could be the steps taken to bring it to the attention of leading universities and intensify research? Can it be made part of a wider programme?
